with a razor or very very sharp knife. or you could punch a whole in the end with a pointy object.
Run a razor or really sharp knife around the rim all the way around to cut the wrapper then work it through to cut the tip off.
A nail or similar will also work well. Just punch it about a half an inch in.

Use your teeth, like the tough guys do. Don't forget to spit out the end remaining in your mouth. It probably won't sit well in your stomach.
