Alcohol proof in the United States is defined as twice the percentage of alcohol by volume. Consequently, 100-proof whiskey contains 50% alcohol by volume; 86-proof whiskey contains 43% alcohol. The use of "proof" as a measure of alcohol content is now mostly historical. Today, liquor is sold with labels that state its alcohol content as its percentage of alcohol by volume (abv). United States law requires that liquor labels must state the percentage of alcohol by volume. The proof number may also be placed on the label. Captain Morgan's Long Island Iced Tea is 17.5 abv and 35 proof; their other varieties are generally 70, 80, and even 100 proof.

Wikipedia

It means it has a little bit less than half as much alcohol than the same amount of vodka, whiskey, or normal rum, three or four times as much alcohol as beer, and about fifty percent more than wine.

It's made for mixing, so that you can put twice as much rum in your coke without getting twice as much alcohol. Or, so that when you make a rum&coke and still end up with a drink that's about as strong as one beer, one shot, or one glass of wine.

Sounds like someone drank too much. Captain Morgan is typically 35% abv / 70 proof.
