Answers:

Someone who has been drinking for that long is now completely dependent on alcohol. They will get sick if they DON'T drink.

They still get the effects of being drunk, only it takes a lot more (like a full bottle and then some) to get them to that point.

And their liver is probably shot too.

They most likely would have died first but i doubt thats the answer you want. I think they would feel the effects but it would take longer and probably not be as intense.
