No such thing as "extra neutral" alcohol...
If you're talking about Everclear, PURE alcohol, that's different.
All alcohol comes from the distillery as everclear, then is mixed with water in different percentages to make the different "proofs" you can buy.
"Everclear" remains almost pure, at 97-98% ethanol, with only a little water left from distilling.
100 proof alcohol is everclear mixed with water, 50/50, and so on.
You can mix any alcohol with anything to make a drink, but pure everclear is Very Nasty Tasting. You'd need something WAY sugary to cover that up.
