The solution, as a friend of mine discovered, is laughably simple.
1) Decide what alcohol you want.
2) Research cost of that alcohol.
3) Acquire sufficient funds to purchase said alcohol.
4) Go to shop/ off license where you are not easily recognised.
5) Select alcohol from shelf.
6) Go to till holding alcohol in one hand, money in other hand.
7) Place money on counter and quickly leave shop, paying no heed to any complaint that you are too young to buy alcohol.
They haven't "served" you. You haven't stolen. No need for fake ID's. No harm, no foul.
