Alcohol content and taxation on said alcohol content. The taxes and regulations on liquor and spirits are different then they are for beer. Its mostly do to the alcohol content of the product, your average home brewed beer can't top 12% most don't even get that high, where as most liquors and spirits will be far higher. The other half of it is the fact that the government taxes them directly and it would be hard to properly tax home distilleries.
