Answers:

If you mean in a pub or bar, 18 (there are exceptions for cider & beer or drunk with meals, if the license holder approves)

If you mean on private premises, above the age of 5 - however note that you are not allowed to buy alcohol under 18 so if drinking at home this implies that it is with permission of your parents or someone older than 18 since they would have had to have bought the booze.
