Local festivals or Church functions.
Anywhere, where people congregate.
Most big chain super markets or walmart type places will only allow that sort of thing for non profit organizations.
If you and your friend want to actually make money selling lemonade you will have to find out when and where any events are taking place. Find the person who is running or funding it and ask if you can set up and what the terms are.
You can rake in some decent cash if you are serious about it.

Have your parents have a garage sale and set up shop
Try near shopping centres. Typically ones in rural areas work best.

If you don't live on busy streets a good place to set up is where there are a lot of people, I see some kids with a stand near a soccer game the other day doing a great business.
Find a swimming pool or swimming hole. The next best would be near a library, most kids and mom's are pretty thirsty after they pick out their books.

Downtown in the park, besides a cafe, by the library, near downtown businesses, on the side of the road beside a corner store on a major traffic route, in a park that is actually frequented by people besides drug users (noone goes to parks where I live because we all think there will be someone scoring dope there, though I've noticed, there's never anyone there except for a young mother with a toddler).
