Not many places this side of the Pond. Most bar staff don't have a clue how to pour it (I once overheard an Irishman threaten to make a hapless barman wear the pint he'd just been served - because it wasn't poured correctly). And they keep trying to do a bloody shamrock in the head - which for some reason always ends up looking like the ace of clubs!
Here's one this side: The Oakwood Tavern, London, N14. Owned, run and staffed by Irish folk - so they know what they're doing.
*On t'other side: Flanagans Bar in Universal Studios Florida, Orlando - also staffed by (the bar, at least) Irish folk. If your taste runs to it, you can also get a chunk of soda bread to go with it and the scenery (if you know what I mean) is out-of -this-world.
Any Beef O' Brady's - it was started by an Irish couple, so all staff are trained to pour a perfect Guinness. Located in the southeast/mid-west US. They used to have (don't know if they still do) a promotion where if the Guinness wasn't to your satisfaction (genuine reason required), you didn't pay for it. The food is good too.
Or you could try almost anywhere in Boston, Mass. I hear the Guinness is excellent there (hmmm - must be a coincidence that Boston has (or had) the highest concentration of Irish immigrants in the continental US).
You could also go on the world's longest pub crawl: travel to every country (and bar) it's served in and sample it for yourself. It may take a few years, but hey, time flies when you're having fun. And if you tell Guinness that you're going on a worldwide quality check of their product, they may even finance it (LOL).
* - Guinness anywhere in the US is expensive compared to "home-grown" beers (but still cheaper than in London)!
