(2) to protect and develop a domestic spirits induustry

To be honest, alcohol is not used very much in India. To find an alcoholic drink you must go to a posh bar or restaurant which is frequented by tourist or the extremely wealthy. The locals drink homemade moonshine type of alcohol and usually the men are the only ones drinking alcohol. Alcohol is also not accepted in many of India's religions and many states are dry states.
