In Ireland its a pub. On one side theres the small bar area where all the men meet up to chat and have a few pints. The lounge is normally separate. It's larger and has comfortable seats and chairs with tables. It was originally designed with the idea that women who came out with their menfolk could have somewhere to sit in comfort and chat, away from the men.
Nowadays everyone drinks in both the bar and the lounge and the name still sticks but the idea is a lot older.

It is not just a bar with beer stools--it is a LOUNGE-- a place one can come and relax at a table or booth and nowadays especially in NYC and LA, they actually have BEDS
It is a place which is more upscale which serves not just hard liquor, but cocktails and also they may have an good wine menu. The place is not a pickup joint or a place to get drunk like a bar. I guess you can compare it as a bar is like a barber shop while a lounge bar is a full service salon.
