Answers:
You can distill comercially, but you need (at least) state and federal permits to do so. Many cities/towns also require extensive local permits. Here in Chicago, one would need city, county, state, and federal permits to start distilling. One would also require a variance from the zoning board.

You will also need to have have HazMat handling certs.

Many municipalities restrict the sales of liquor at the site of distillation, meaning you couldn't distill liquor, then sell it on-site.

the taxes for alcohol produced per liter are high (at least in my country) so if you don`t plan on selling it on a large scale, i think you won`t make any profit. that again, depending on the taxes of your country which you failed to mention.

It depends on the state you are in. Regulation of distillation is a state rather than a federal matter.

In Texas it is called a "Distillers and Rectifiers Permit". Also in Texas the law prevents you from selling distilled spirits directly to the public. You must sell it to a wholesaler, who in turn sells it to retailers.

yes, it would be good if you could lease out one of these commercial business buildings though. I use to work next to a small brewery and they did that, private label, tastings on the weekends and brewed during the week.. It was nice.
