You don't have to have a driver's license, you have to have a gov't or state issued picture identification. A driver's license is what most people have that are old enough to purchase alcohol.

It's a government issued picture identification that proves your age. Places will also accept a passport (I don't recommend using it though) as well as a government issued picture ID card.
Saying you "can't " drink and srive isn't a rule. It's more what they call...guidelines. Drinking and driving is as American as drinking and firing automatic weapons on the fourth of July, or drinking and carjacking people on Martin Luther King Day.
