Legally - no. Can it be done, depends on the store. There are many mom-and-pop type stores throughout the US that will sell anything on a F/S card. The one across the street from me will sell cigarettes on a F/S card. Also, you say "welfare card". Does that mean it's a cash benefit card? If so, then the person who has the card can buy anything they want as long as they seller as the authorization to redeem the benefits. Only problem - everything is tracked electronically. You just might get caught.
