Technically any civilization that could domesticate a cereal from grains could produce beer. The grains and a spontaneous fermentation from wild yeasts in the air would provide the basics for beer. Egypt wasn't far behind. It was then thought to be first produced and sold on the domestic scale by monasteries in the middle ages.
