T.H. is right it is a water pipe. It is used for cooling down the smoke before you take it into your lungs. This way you don't get as harsh a hit and if you pull on it easy you won't cough your brains out.
Now since this is the Beer, Wine & Spirits forum there is also a thing called a Beer Bong. It is usually a funnel with a hose or tube attached. You hold the tube in a way that it will not let anything out, then fill the funnel with beer, hold the funnel up, put the tube in your mouth and drink. If you have a big enough funnel you can put more than one beer in. Now that I've said things on here that reveal my past. I'll end this.
