the BEST cigarette buzz will be from captain blacks or colt 45s. They're mini tipped cigars that you can get at a corner store for a buck each or so. Try the whiskey or rum & wine flavours. They taste good btut still strong in your mouth, but when you inhale them you can really get a sweet buzz.

any cloved cigs will be good too, and chewing tobacco can certainly give you a buzz as well.
