By definition, a cocktail is a mixed drink, so the world's stronget cocktail would be a dry vodka martini made with Everclear. It would come in at around 90% alcohol.

A drop of dry vermouth
An olive or two
Pure grain alcohol
Shaken with ice

Probably not the most drinkable, but certainlly the strongest.
