They own or run the place and they have the right to say who can come in and who can't.. usually they only do that if a person has caused a problem in the past. or if they are drunk at the moment.

They usually have those signs posted that say "We have the right to refuse service to anyone."
it is a privately owned place they don't really need a reason they can just say you can't come in
EVERY right..they own it, they make the rules. They pay all the bills and insurance and it's at their discrepancy who enters and who doesn't...for many reasons. They have a lot to lose if problems arise, for whatever reason. The old 'better safe than sorry' theory.

I think its pretty much at their discretion who gets in and out. Common factors are age, the way you are dressed, they way you are behaving, how intoxicated (or not) you are, whether or not you have any unruly history etc. Basically, if you're creating a problem, they have good reason to suspect that you might or have been known to create problems they don't want you there because the last thing bars want is a police report and an inspection from ABC.
They have the right if the person is a danger to themselves or others( are underage,drunk,on drugs,has an animal with them, making threats,carrying weapon,no shoes) or if the place has reach the limit of the number of people they are allowed to have
Alcohol is a controlled substance so by law a bar can refuse to serve anyone at anytime unless the reason is discrimination based on your usual protected groups. ie race, color, creed or religion.
And consequently if they will not serve then the person has no right to hang around because that would be loitering.

A bar is a private enterprise and the owner have the right to refuse entrance to anyone they deem undesirable. They have the right to not take your money or do any sales or have any business with you. It's really not that different from not wanting uninvited geust in a home.
But that, of course, is arguable when they base the decision on age, race, religion and gender etc etc.
