Answers:

Technically the difference between beer and ale is that beer contains hops and ale doesn't.
Apart from stout, like Guinness, the Irish do brew red ale, like Kilkenny or Murphy's Red, which has a low hop content. It tastes very bland compared to a bitter beer which contains a lot of hops. He should try those as they are available everywhere and see what the reaction is (so long as his allergy is not violent). Alternatively there is cider which is popular in Ireland and of course whiskey.
