I've heard that wine gets expensive as time goes on, but I wondered if it applied to champagne.

Champagne is expensive to begin with, and yes like wine particular vintages are more expensive, as are particular makes or brands. It is not true though that champagne will forever keep appreciating in value as a red wine would, as most champagnes should be consumed in less time than it would take a good red to mature.
