Anyone know of any methods to make very cheap wine practically?

That wine doesn't look that great. You can get real grape juice from wine grapes from wine/beer making stores. Check the site below. It might be expensive for you but works out to about $2.50 a bottle not counting the equipment. It would be better than making from concentrated concord grape juice.
