Being a former doorman/bouncer, you need to have picture ID for most bars, whether you look 19 or older, for many reasons, but health card, drivers licence or they still have the age of majority cards also, a foreign visitor can use there passport.
I checked many a lady and man that were over 19 but were in groups of 3-6 and sometimes it was random or if they seemed a bit younger than the crowd they were with, I worked bars and adult entertainment venues, and in Toronto or larger cities in any province here you may be asked, even if your over 50 they can refuse you entry.
