You should be able to get it at any home brewing supplier locally. If not, you can always order online.

c) water and very, very negligible amounts of vinegar or myriatic acid - be careful and stingy.
d) Alcohol in the beer and the cold usually keeps the lines safe.

Best to use Beer Line Cleaner. Pretty cheap - The dude above cited a website where you can find this.

Also - I'd suggest you pick up some extra beer line when you buy the beer line cleaner. No beer line will last forever. It's good to replace the line every 8-12 kegs, month or which ever comes first. If you're really concerned about cleanliness replace the lone more often since beer line is cheaper than beer line cleaner.

Just remember that no known pathogens can survive in beer. Enjoy!
