I think that this is an affiliated store. Rite Aid has other locations that sell liquor alongside their other items in other states.

Here is a document from the Carroll County Liquor Board that shows the applicant for the original license (actually a transfer of an existing license) was an employee of Rite Aid and has connections to an area pharmacy:
