You can simply "mash" rice grains (typically keeping them in 155 degree water for an hour or so. This will convert the starch in the rice to sugar which they yeasties love. You can also buy rice extract so that you don't have to go through the mashing process.

The process would be the same as for barley beer. You need to sprout or malt the rice grains to convert some of their starches to sugar, and then filter, pitch the yeast, and watch the hygrometer daily.

You mix flaked rice in with barley. Read up on homebrewing if you want to try. It's fun and not that difficult.
