I want to have a beer tent at my school fete - how can i apply for a license?

ask your local council and they will point you in the right direction.
sadly, you can't do this, the law states you can't put a beer tent up on school grounds
Contact your local comptrollers office or Liquor control board and get the info you need. Most are on line these days.
