Forget about anybody shooting you down because they say somebody ELSE has do it...that somebody else had to start somewhere, too.

Start with whichever MD agency regulates alcohol sales and licensing. There are different regulations for brewing, for distilling, for blending, for sales, for distribution, etc.
If you are able to comply with the state regulations, then you'll have to comply with federal regulations. There's no sense in trying to meet federal regulations if you can't get by the state.

Then, after you are set with the regulatory end of things, you'll have to have your supplies and equipment. You can find suppliers of bulk, non-branded alcohol...whiskey, vodka, etc. that's made for the pure purpose of individual brands buying it in bulk and bottling/labelling it independently.

Depending on your state regulations, you may only be able to sell your finished product through a wholesale distributor. Other states will allow you to be your own distributor. Whatever MD allows will determine how you go about marketing your product.

A really useful tool for finding things like bulk bottles or even custom made bulk supplies is the Thomas Register. You can either go to your local library and find it in the reference section (looks like a huge green set of encyclopedias), online at http://www.thomasnet.com/
You might even find a good source of bulk spirits and any other ingredients for your blend in there.

A little looking around shows that in the state of MD, the liquor licensing is by county...here's the contact info:

For federal regulations, its NOT the ATF that handles this, as most people believe, but TTB (the alcohol Tax and Trade Bureau).

Federal License to produce alcoholic beverages for distribution runs about 250K. That better be SOME drink!!
Can you produce enough to make it viable to start promoting it?

If its really that good contact a brewery or distillery, tell them you've got a lot of people wanting it, and ask them if they are willing to either buy it from you or pay you a royalty for every bottle sold.

You might think that keeping it as your own idea you can make a fortune, but only if you have the finance to set yourself up to begin with.
Selling 100 bottles you've managed to make yourself a week would make you feel good, but royalties from a thousand instead?
you have a blend, (that means you are mixing someone else's product, not going to happen, see large lawsuit) need equipment to mix in, and bottle from. no store or club is going to risk making customers sick because you can't show quality controls. need federal license and tax stamps to produce alcohol. bottles are easy, look for any store selling beer making supplies or a canning supply store.
this is my advice first u need to make sure u have a lisences then u make sure u have enough money . Then u need to get wit a company and see if they like your drink and if they do they might want to sell your stuff ok. but u need to think of the work through and if u thought it through enough then u see if u know someboby that works for a company and if they do see if they can hook u up but make sure u don't get into any trouble cause some companies do that. the important thing is that when u get a company make sure they will support u ok if it does happen then i will be happy 4 u
