If you're talking real Champagne, i.e. from France, then there is no difference in alcoholic strength. Because the pink colour comes from the skins of red grapes (either or both Pinot Noir and Pinot Meunier) then the wine will taste a little more robust than from a white Champagne made from all white grapes.

It will be neither sweeter or dryer than a normal Champagne of the same classification, i.e. a Brut Rose Champagne willl be as dry as a Brut white Champagne.

Champagne, how it is made and how it is classified, is legally controlled.

If you are not talking about French Champagne but some other sparkling wine that has stolen the name, then it could be anything made from anything and made any how to any strength and sweetness. There is no legal control, and the makers obviously aren't too scrupulous since they are trying to mislead consumers by misuing the champagne name.
