As the other replier stated---Milwaukee's Best, Natural Ice, and Keystone. Also, there can be sales on Molson's and Labatt's (once in a great while lol). Old Milwaukee and Stroh's are good too and are cheap.
I can't speak for any spirits lol, never had any yet.
The cheapest alcoholic beverage will give you a hangover only if you drink too much of it. Of course, if you are drinking 'Lite' beer, that's a different story.
--Rate of drinking/how much you drink/what you are drinking/tolerance of alcohol can be potential candidates for a hangover if taken to a high level.

Cheapest spirit has to be Taaka Vodka,
Cheapest Beer....Keystone, Natural light, my fav, Milwaukee's Best.
There is no cheap beer or spirit that will not leave a hangover.
McCormick makes cheap anything alcohol. Gin, Vodka, Tequila. Most people will not notice on the gin or vodka, but I would stay away from the Tequila. I can't tell you about the hangover thing because I drink only Crown Royal. I'm a bartender and our well is mostly McCormick.

Quality beer is about $6 a six-pack, Quality spirits is about $10 (depending on what you want)
hangovers are caused by dehydration. When you drink a beer, you drink a water
Cheapest spirit would be a liter of Volkov or any other grain alcohol. With a proof of something like 190 proof (that's 95% alcohol by volume), you don't need much to get you going.
It's already super cheap and the fact that you don't need much makes it even more cost effective.
