Can a grocery store legally allow its staff thats under 21 sell alcohol?!

You are correct. The source below states that in Ohio, "Beer cannot be sold to a customer at a supermarket by a minor and must be carried out of the store within an opaque bag."

EDIT: Seeing the number of responses that indicated she could sell it, I did further research on this and found the actual law which indicates that I was wrong in my earlier response. This is from Ohio Revised Code Chapter 4301.22:

"(3) No intoxicating liquor shall be handled by any person under twenty-one years of age, except that a person eighteen years of age or older employed by a permit holder may handle or sell beer or intoxicating liquor in sealed containers in connection with wholesale or retail sales, and any person nineteen years of age or older employed by a permit holder may handle intoxicating liquor in open containers when acting in the capacity of a server in a hotel, restaurant, club, or night club, as defined in division (B) of section 4301.01 of the Revised Code, or in the premises of a D-7 permit holder. This section does not authorize persons under twenty-one years of age to sell intoxicating liquor across a bar. Any person employed by a permit holder may handle beer or intoxicating liquor in sealed containers in connection with manufacturing, storage, warehousing, placement, stocking, bagging, loading, or unloading, and may handle beer or intoxicating liquor in open containers in connection with cleaning tables or handling empty bottles or glasses."

I'm not sure on Ohio law, but in NY and PA where I have worked you only have to be 18 to sell or serve alcohol, you can even work in a bar at that age.

In many states, you have to be 21 to SERVE alcohol (as in open container ie beer, etc) but 18 to SELL it (closed container ie supermarket, liquor store)

In Arizona it is illegal for a minor to sell it, they have to call someone 21 to check your I.D and scan it

Oregon and Nevada, an 18 year old can sell alcohol. I'm not for sure, but I think all states require a person to be 18 or older to sell alcohol at places like grocery stores.

If it's in the Ohio yes,anywhere in the USA sure she must see id before serving alcohol to a minor,if the person she serves gets hurt she'll go to jail faster then you can say alcohol.

In most states you can be 18 and up and sell & serve alcohol. Also in some states you can be under 18 and serve beer.

In Missouri, you can sell alcohol when you're 18, but you can't open or pour alcohol until you're 21.
