how can I become a certified bartender so I can work in Delaware? Is there like a bartending certification class through the state?

You need to pass the Server's class, which is offered by the Alcoholic Beverage Commission, a division of the State. It is a free, 3-hour class. It is offered in Wilmington, as well some other sites throughout the state. You need to pass a test, which is pretty easy. It does not focus on bartending skills, but rather proper serving (when to serve someone, when not to someone, telling if someone is drunk, familiarity with Delaware laws, etc.)
