To make you thirsty, same as bars that offer cheap chicken wings, usually with hot sauce. Free or cheap food keeps you there as well, to drink more.
The things that are free (or cheap) usually stimulate thirst, so salty or spicy things are offered, chips, nachos, pretzils peanuts. They don't offer things that are sweet usually.

I used to work at a bar, and we'd try to push chips on people who were drinking and not ordering food just to try to slow the alcohol absorption down in their stomachs (you can get sick quick if you're drinking on an empty stomach-- and bartenders don't really like cleaning up vomit).
We weren't trying to make them thirsty so they'd drink more, even though it looks that way. We didn't want people falling down drunk, is all it is. (And no, it doesn't dissolve the alcohol at all.)

Bars have peanuts & munchies so the drinkers can drink more and eat, the more salty food, the more alcohol to buy. But sometimes ewwwww....some munchies are all nasty and germy, so watch out!!
