It depends on the country. The USA permits spirits imports in bulk to be bottled locally, and some of the bottles are PET (plastc) but usually the largest 1.75L bottles. Other countries do not permit this.
Why not just buy small bottles for your immediate drinks wherever you may travel to, bringing a washed out reused plastic water bottle for anything not yet consumed?
yes, the cheap crap. just go to the liquer store and look, you'll find some.
No Scotch worth drinking comes in a plastic bottle.
I would recommend you bite the bullet and just buy the Scotch when you arrive at your destination.
