Who does it affect? Well, the drunk driver to start with, considering that drunkenness impacts health negatively even if there are no auto wrecks. Now, if the drunk can drive it home with no incident, that's the extent. Unfortunately, the drunk driver often poses a significant hazard and is likely to injure others. Then there's the cost to the citizenry at large for law enforcement, insurance, imprisonment (which itself is quite expensive), etc.

When did it start? When the automobile was invented. Actually there were doubtless drunk drivers back when what you drove was a team of horses--but horses are intelligent and sober and will not run off a road or crash headlong into another vehicle, regardless of what the drunk driver tries to make them do.

How many people are affected? Hard telling--because the special interest groups fudge the statistics. For example, M.A.D.D. has often said that, depending on when you drive, as many as 1 in 10 oncoming cars is driven by someone drunk. I have never seen any proof of that estimate: I do know that every time the cops set up a sobriety checkpoint (which, being no dummies, they try to do at times and places where they'll catch a lot of drunks), they wind up citing about 1 in 100 drivers for DUI. We also hear stats about what percentage of accidents involve alcohol, but those statistics include the person who was just within the legal limit who was stopped at a traffic light and rear-ended.
