In my opinion, Belgium.
St. Bernardus, Westvleteren, Gouden Carolus, Chimay, Orval, Westmalle, Rochefort, Achel, Brasserie d'Achouffe, Val-Dieu, Delirium tremens, Brasserie des Cantillon and Brasserie des Rocs are all absolutely fantastic breweries.
Germany makes some great beers, yes, but the U.S. comes in second. Beers from the following breweries make some of the best beers in the world.

Three Floyds (Indiana) is also one of the very best in the world.
Traditionally, Belgium and Germany, but there are many great American beers right now. Try some local micro-brews and you are sure to find something you like. Most even give free (or cheap) tours and have open tasting rooms.
