Depends what you mean by healthier. Calorie wise, a shot of Whiskey is better. The cheapest watered down light beer is probably Miller Lite which I think has something like 96 calories. Hard liquor will get you buzzed quicker so you won't have to drink so much but I think theres still like 70 or so calories in a shot. When I was cutting weight for a fight, they told me to drink nothing but water. Beer was out of the question because of the amount of carbs. If I couldn't resist drinking I was told to drink straight Gin. Regular beers have ridiculous amounts of calories and definitely don't help. If you're talking about health in terms of overall health, ALL alcohol is bad. Its a drug that ruins your organs and makes you age quicker. It dehydrates you and kills brain cells.

However, it is part of society and can be very enjoyable. Take it in moderation.

Beer I suppose... but in moderation.

A light beer i guess is technically healthier do to it not having as many carbs and sugars

That's like asking if it is safer to chew broken glass or razor blades. The answer is none of the above. Drink water.

For the sustainment of life, it would have to be beer. Beer has a higher nutritional value than whiskey. If you are concerned about weight gain why bother drinking at all. Plus if you are an active person who exercises on a regular basis, calories and carbs are a good thing. A few of either a day will not hurt.

You have to look at more than just calories and carbs when determining what is healthy and what isn't. Although beer sometimes tend to be heavy in both, it also contains vital nutrients that whiskey lacks. A pint of Guinness for instance is high in iron, and at one time was given to new mothers in order to help them breastfeed better.

Sustainability is also a factor. During fasts, monks would often drink beer as it kept them "fed" without breaking their rules concerning fasting.

So, if you were going to look at simply carbs and calories, in which you don't get the entire picture, then whiskey would probably be healthier. But if you were going to expand your criteria, beer ought to be healthier overall.
