What is a bar speed rail?!

Question: Yeah in the US it's called a speed rack. It's name is exactly what it does, keeps bartenders "speedy". It's behind the bar at a lower level so it make grabbing the bottles faster and easier. Usually a lesser know name of alcohol called stock bottles or "well" bottles. Dippen in the well so to speak.
Call bottles which we use the name is for liqueur like Chivas, Dewars Black label, and other fancier liqueurs are usually up behind the bar for all to see the fancy names and labels. People "call" for the liqueur by name hence the word "Call". Hope this helped

BTW after a busy nights work it's usually called the "stink rail" PEEEE U.
