What city do you live in? Google to see if there is a homebrew shop nearby- or ask a local microbrewery. You might find a deal.

I buy from Northern Brewer. They ship and have a very good variety of pellets and whole hops

Try eBay. I've been seeing ads for a few varieties of hop in their beer (and lesser alcoholic drinks) section.
