You can definetally tell if your drunk or high enough! It is possible to determine that you are intoxicated from the affects, and you just feel different. I guess it depends on how drunk or high you get if you can tell or not. You may be legaly drunk, but not be able to tell because you feel fine! You might be a little high, but not feel the affects, or notice them, even though you are!
