Tokyo. I'm serious. They sell cheap sake in milk cartons and it's about as strong as whisky.

I bought some cheap sake at Aldi. The problem...it was so cheap ($3.99 bottle) it was the worst tasting junk I ever tasted and I ended up dumping it. Maybe a little extra money is worth the investment for your palate.
