Bleach can be used to sterilise equipment used for winemaking. It would have to be rinsed well before use and would never be used as an ingredient.

To clean the toilets in the distillery..probably twice a day morning and afternoon
The only time Bleach is ever used is to sterilize equipment that is used in the wine making process.
And then it really has to be rinsed extremely well as it would completely ruin the wine if any of it would find its way into the barrels or bottles!

If it can't be cleaned with soap and water then boiling water would be used.
Most of the other equipment is wood and is cleaned with water only.
I think it's just used to sterilise the bottles.
Bleach is used by cork producers to whiten and remove stains and leave the cork with a clean marketable look...conversely, it is also the main culprit responsible for the high incidence of cork taint (TCA) or 'corked wines' found in an estimated 1 in 8 bottles of wine produced. I am not aware of bleach being utilized in any winemaking capacity.
