Actually, your quote is a mistake. Cognac IS a brandy, but not ALL brandies are Congnacs. Some brandies are very nice Cognacs, in fact. Some brandies are very nice Armenacs, which is a region right next to Cogniac.

A more common example of the same type thing is saying that Champagne is a sparkling wine, but not all sparkling wines are Champagne, as in order to be a true Champagne, the grapes have to be grown in the Champagne region in France.
