Still water is better for you. Your body/organs/blood absorbs it much faster. Sparkling water is harder for the body (especially the kidneys) to process because of the carbonation.
Besides sparkling water is not meant to quench thirst. It is a beverage that's a better alternative to soda and other high sugar drinks. Tastes good with a squeeze of lemon or any type of citrus or slice of cucumber.

I'm not exactly sure of which is healthier. But one thing for sure, sparkling water tastes disgusting.
